Terry Harbour, PE is a Principal Consultant on GridSME’s Compliance team, bringing 30 years of experience in electrical engineering, power system planning, and regulatory compliance. Based in Eldridge, Iowa, Terry has led teams and initiatives across utility operations, transmission, and cybersecurity compliance. He has a long track record of success supporting audit readiness, developing internal controls, and guiding clients through the ever-evolving regulatory landscape.



Throughout his career, Terry has contributed to both technical and strategic advancements in the energy sector. He has collaborated with industry groups and academic institutions, served in regional leadership roles, and presented on topics ranging from system stability to compliance best practices.
