GridSME Welcomes Terry Harbour, PE as Principal Consultant

We’re excited to officially welcome Terry Harbour, PE to GridSME as a full-time Principal Consultant within our Compliance Practice Area!
Terry brings with him three decades of experience in electrical engineering, system planning, and NERC regulatory compliance. His impressive career reflects a commitment to both technical excellence and strategic leadership in the utility industry.
Most recently, Terry served as Supervisor of NERC Compliance at MidAmerican Energy, where he led the development of internal controls, oversaw audit preparation and execution, and managed a multidisciplinary team of subject matter experts across operations, transmission, and Critical Infrastructure Protection (CIP). He has successfully led multiple NERC audits and played a key role in aligning utility operations with evolving compliance expectations.
Terry’s leadership extends well beyond individual organizations. He served as Vice Chair of the Midwest Reliability Organization (MRO) Compliance Committee, where he guided the development of critical industry resources, including standard-specific guidance for FAC-008. He also contributed nationally as Vice Chair of the Edison Electric Institute (EEI) Reliability Technical Committee (RTC), helping to shape industry responses to new and emerging NERC standards.
In addition to his compliance expertise, Terry is a seasoned engineer with deep technical knowledge in transmission planning, dynamic stability, and wind integration studies. His combination of regulatory insight and engineering depth makes him a valuable resource for our clients as they navigate the ever-evolving reliability landscape.
